I did not realize the fluid was so slow getting to the dipstick. I later checked it and found the entire stick submerged. I am now in the process of overnight draining and refilling with GL-1 (I had filled with 20w universal)Now I have lost what was very good brakes. I don't have a bit. Mechanical action appears to be okay. Could the overfill have seeped down the rearend to the brake assembly? If so, can the pads be cleaned and reused or will they need to be replaced? Thanks to all.

The brakes on my TO-20 were completly soaked with fluid. I sprayed the brake shoes with brake cleaner several times over the course of a weekend and the cleaned up perfectly. This was also a perfect time to adjust the brakes also.

Yep, you pretty much said it. I too also overfilled, though not to the extent you indicated. Yes, the fluid if too high will go down the axil trumpets and get on the breaks. I cannot tell you if they will clean them selves up after some use and you wear the oil off or if you will need to replace them.
