Thanks everbody for the solid advice, found the problem..... .feel like an idiot....the tractor kept up its pranks this afternoon untill it finally died, Makes it easier to pinpoint problem sometimes, anyway no fuel in carb, plenty going to it, problem..plugged inlet screen at carb.
Thanks Again
MIKE

Thanks for reporting back on what the problem was, Mike. Glad it was that simple to fix.

What shape is yourt distributor in? Check the radial runnout in the shaft. The shaft/bushing can be worn pretty badly. My was so bad that whith the point rubbing block on the flat of the distributor cam lobe, it had 0.030 " runnout. Ran like a three legged dog! Got the ditributor rebuilt by an outfit in Portland, OR for $100 plus shipping. Runs like a top now. Check your distributor out.

in 2002 my 1951 to-20 started surging while I was using a spreader. turned out it was the governor. sounds like the same symptoms.
