Brakes on 53 TO30

Help=I have been trying to adjust rear brakes on a 53 To-30. Jacked up and removed rear wheels,removed drums for inspection (all ok) my right&left brake rod assembly were disconnected. With screw driver adjusted shoes for slight drag on drums.
Reinstalled both brake rods. I have good braking on main pedal. MY problem is Right&Left pedal assembly wil not stop wheel. ( this I understand will stop either wheel on turns for plowing etc.)
When pulling up by hand top brake shoe engages on drums, but pushing down there is not enough travel, pedals do not lock brakes. I do notice when main pedal is applied both pedal arms go downward. Should I have started my adjusting with rods attached ? seems they work fine without main rods attached, ,but then I would not have a main brake pedal. Please Help

The individual wheel brake pedals should rise up when you apply the master pedal. There is a cam action where the wheel pedal meets the master brake rod going to each wheel(notice the zerk fitting), is it free and can you observe the cam action when you push down on the wheel brake pedal? This rotates the brake rod up! The brake adjustment should be so the wheels rotate with little drag to avoid premature brake replacement and engine drag when working. That's my memory work for tonight, respond if this doesn't work.

Ray,In =Received your reply and checked pedal movement. You are correct,when applying the master pedal the individual arms do go up. But I don't see any cam movement also(no zerk fittings) Would you remove and hand grease? I don't see a problem with removal cam assembly looks like it rides on a small stub shaft. But before I venture into uncharted waters I will wait for your input. Thanks Ralph-Mich

I wouldn't go to the extent of disassembling the wheel brake cam yet. I believe in the KISS principle, and would first try PB blaster, liquid wrench, type products. Don't waste your time/money with WD40, it is made to displace water and doesn't contain enough or the right kind of active ingredents to free up big stuff. There should be either a zerk fitting near the top of the cam block or a hole where it should be. I seem to remember that the hole is made to accept the drive in zerk but don't take that for fact. After soaking with your favorite penetrant, work the pedal to it's limit in both directions to work the penetrant into the pivot point. Applying heat may help but don't burn your tractor in the process.

Ray-IN=Working on the brake rod cam (ONE SIDE ONLY) to see if I can free it up. As you suggested ,but found no zerk's. Could be replacement years ago. Tried penetrating oil,heat,seemed to move 1/16 inch after hammering .No luck, RAY have you ever removed the anchor/plate assembly on the brake backing plate. I thought I could pull the brake shaft thru the backing plate. I don't feel confident with torch heat and quite a few hammer blows at the rear axel housing. If this possible?my work could be on my bench, removing axel shafts is more labor intensive . Thanks Ray for your support Ralph-Mich

Ralph the brake rod has a double ended cam on the end inside the brake drum to operate the brake shoes, so you cannot remove the rod from the outside. Email me so I have your address and I'll send the pages from the shop repair manual. The double ended cam is the reason both wheel pedals jump up when the master brake pedal is applied. When one wheel brake is applied(pushed down) the cam causes that brake rod to rotate the same direction that the master did.

Ray,IN= I would appreciate a copy of the manual you spoke of.
Also have you in your experience on Ferguson's Tractor. Heard of a cam assembly without zerk fittings. The previous owner who had my tractor must have never used the right/left pedal arms,because their rusted tight.AS I mentioned when prying and beating I did notice a thin brass bushing but little movement. I guess if it's done correctly the rear axels have to be pulled hand greased and zerks installed. Thanks My e-mail rtoots@tds.net
