I'm working on a TE20 and the 3 point well not work. Can someone help me with it?

Mine needs to warm up for fifteen minutes in the cold weather before it moves. What's yours doing? Are You setting the left hand lever towards the rear and the right hand lever all the way up?

My don't go up or down. Want do you mean by left hand lever? Do you mean the PTO lever?I have never work on TE20 before.

The left hand lever is the lever that is under the seat on your left hand side as your sitting on the tractor. It operates the PTO. It must be all the way to the rear for the hydrolics to work. I always double clutch before shifting it.

PTO must be engaged and spinning for the 3 point hydraulics to work.

Is the oil very thick in the hydraulics due to either air temperature or the general state of the oil, either way it takes a lot of sucking into the pump if it is thick. Should be 90 weight Straight mineral oil above 50F or 80 weight below 50F even then if its very cold it will need to run awhile before it is warm enough to flow easily. If the oil is ok it could be the control valve sticking. If you need further help mail me at Granada1 at hotmail dot com and I will send you a pre-prepared sheet on fault finding diagnosis.
