Good day Steve.
My TEA 20-85 did not have a rubber boot. I looked in the parts book to see if it had one origanlly. It showed it as part # 8 which is the metal shroud that covers the housing and is attached to the shaft by a pin.
I was still getting water in transmission case. I stopped this by putting a piece of shrink fit on the shift shaft over the joint on the cover and shaft and that stopped the water getting into the transmission.Hope that helps or has answered your question.

Al.
