Eurobirch and many others use the phenoic glue. Also - not all Russian birch plywood uses waterproof glue - most suppliers offer the Russian plywood with two choices of glue - the steam/waterproof phenolic, or the melamine interior-only glue type. Comes in 5 x 5, 4 X 8, 5 X 8, etc. sheets. Also offer in "Russian Ultrabirch" with veneers good engough for furniture grade. Baltic Birch, Finland Birch, Eurobirch, Russian Birch - all in the same category. I've never used it, but I know the Baltic Birch is made in the US and is considered better quality than the Russian.
