my flywheel seems to have a grove or a step down in size where thr starter gear sets I heated it up and put the gear the flywheel but it will not shrink enough to clamp on to the smaller size any idea's

Try again with a new ring gear. You get ONE shot to get it evenly heated HOT and drop it over the ledge.

If you have to beat it over the ledge it will get stretched and deformed and will not shrink down tight.

Lots of guys will tell you to weld it on in spots, and the usually DOES work, but it's not a good thing to weld cast iron to steel without pre-heating and controlled cooling afterward.

Doing it RIGHT now could save another tractor split down the road.

It doesn't hurt to put the flywheel in the freezer until the last minute, then drop the heated ring gear in place.
