electric problem 110v

I got one of those chinese machines 5980 from HF and the thing came with a bad electric motor. the motor soins with out the belts on but with the belts on it wont spin. its a 110v and has a can on the side. any electric experts know how to fix this before I start spending more money to get it fixed.
 
the thing isover 90 days old. I got it from some one who got it and never used it. never even unpacked it. itsabout 5 years old. but new. HF wants money to fix it.
 
Try to find out who the IMPORTER IS OR WAS.They might be glad to help you.It may not be HF as they have various importers supplying them.CENTAUR
 
It would be a long shot, but I would check every electrical connection to make sure they are tight. Also, check to be sure that the bearings are not dragging. Try to add a little oil if they are. These steps probably won't do any good, but they cost nothing. Best of luck.
 
Is this one of those little mill, drill & lathe combo outfits?
Is the starter switch working? Is there a start capacitor? Does the motor hum, smell, get hot?
A 1 or 1-1/2HP 120V motor from an old air compressor would do well enough.
