My guess is support columns for structure repair, possibly to hold up beams while a foundation is repaired or replaced. The racks may be for placing tools or ? while in use. Jim
 
took another pic with a view on the other side the thread rod raises and lowers the top part but there is no pin or dfilled hole to hold it up. there were 4 of these in the barn they are heavy!

So those are nuts welded over holes in the outer tube with a set screw in each?

I was gonna say rack for steel shapes stock but they are poorly designed for that,
 
yup just set screws for how heavy this is built it doesnt
seem to be able to handle much weight.
 
I think they are some kind of jig fixtures. Looking closer I wonder if they are jigs to build fence panels using tubing. Wondering if the discoverers cranked the one way up in the air? The angle of the orange capped bars would keep clamping to a minimum. Not really sure they would need protected for my suggested purposes. I am not sure my suggestion would utilize the welded on nuts if theyre intended for set screws to hold the telescoping part stable.
 
I think those are foot pegs to raise yourself up to whatever you're working on. Awkward angle, though.

Maybe someone had a job and they figured this was the only way to get it done. Do they look home-made?

I'm guessing that they were originally some kind of a custom made pair of jack stands for 'some specific purpose' .... then later on someone salvaged them (at a garage sale or auction) and welded on the straps with the pegs for some other purpose. One can only guess as to what that second purpose was. To me, the item alone as it appears as being for one original purpose doesn't connect.
 
Pete, i think you figured it out. i googled multiple bar feed and it looks like these stands are to hold some type of feed machine to feed bar stock into a lathe.
