That is a reaper used before things like binders. The knife cuts the crop onto a table then the arms come round and sweep it off leaving it in heaps for the persons behind to gather into sheaves and tie up. My father worked one when he was a boy in the early 1920's.

The wedge on the end of the moving rod is at the bottom of its stroke of about ten inches, the table below might be adjustable up and down, possibly to split wood?
 
The length of the hammer on the other side looks interesting.. There isn't a good picture of the other side which may tell us what t is..
