Both nuts are tight.....

put some packing(plumbers string) under the second nut and snug it up.

I have some graphite coated string packing that was used on old water pumps if you can't find anything.
A piece of string should work.
Check with an old auto supply store.

Packing is the answer. You do not need to remov the existing packing, but you will need to remove the smaller nut/ I would take 1-1/2 of yellow Teflon tape, twist it into a string shape and wrap/stuff it into the gap made by removing that little nut. Put the nut back in the hole and tighten enough to hold the adjuster firmly. Jim

The tiny nut in the other nut has packing behind it. (Or it had packing behind it.) I think faucet packing string would work, just back it out of the big nut, put a few wraps -maybe 1 or two- of faucet packing string around the bent rod, force it in the hole and screw it back in. Just don't force it. Its just supposed to be tight enough to keep enough pressure on the packing that it doesn't seep and the mixture screw doesn't turn.

You can make a bandaid out of pert near anything as has been mentioned. If you really want to fix it though you'll have to spend $5 and buy the packing cone that's supposed to be in there. It's available from any of the carb shops, Deere, and probably NH. JD M, 40, & 420 all use the same packing. Probably a lot of others as well.
