Looks like a crude copy of the old IH KB series trucks, Maybe Russian?

It's an English truck called a Commer. It's had a conversion to 4 wheel drive, means it sits higher on the road and needs a taller radiator to cope with the extra work. Fairly common here in the UK, used by various government services, thinks like the Civil Defence, and the Auxiliary Fire Service. A lot of highway contractors also used them.
