Picked up new tractor today

Picked up this Allis Chalmers WC today the neighbor got ahold me and was cleaning stuff up wanted this gone and a few bush hogs I've gotta get yet. Hadn't ran in 6-7 years pretty much put gas in it pulled it and it fired right up. Gotta work on the starter it's turning in the housing and doesn't seem to have enough power to turn the motor over with a fresh battery. Any ideas what this thing is that's right in front of your right foot sitting in the tractor it has a pedal and seems to turn off the differential.

Nice. Regarding the battery and starting, make sure all connections are good and bright. If that doesn't fix it, make sure the cables don't have corrosion in the clamps. Was there an old battery in it? Any chance it is a 12v starter?
 
The little foot pedal is a lift trip that rotates when tripped from up to down on a crank like pin. They work, but are like a trip plow (very similar in fact) and only work when moving. Jim
 
I believe this is what he is asking about. More popular on later models but option on all of them
