Bristol crawler ID and help needed!

Hi all,
I picked up a Fergy on Saturday evening and some other implements, and the guy has a Bristol crawler tractor with a Perkins diesel. Now he has a bad problem...
At first it would start great and run well, but then when he would throttle up, the engine would take off and "rev out". A helpful person screwed a bung into a hole in the manifold, and now it doesn't do that any more, it simply smokes terribly!
Someone said that the 'diaphragm' needs work, but I think it is either clogged air filter or broken governor.
Also can someone please identify what model it is? Is it the 153 Perkins?

Pump looks like the same one that Ford Dexta engines used. Make sure there are no holes in the governor vacuum lines, and are tight. That governor has a spring that pushes the pump rack ON, and VACUUM pulls the rack back toward no fuel position. If the diaphragm has a hole in it, or lines leak engine WILL run away and need shut down with the fuel stop lever.
