Those bugs could possibly be (not necessarily though) have an advantage to live to maturity and breed, hence the mutation eventually works its way into the gene pool over generations and then more and more bugs are tolerant. And on and on it goes. Eventually when things get bad enough, a new chemical will show up in the marketplace which starts the whole process over again.

that's why it remains a "theory" and not a "law". So theory of evolution, theory of creation, law of
gravity, Newton's laws, and so on. Galileo had a theory once that said the Earth revolved around the sun
and look where it got him. That one has pretty much been proven to be a fact by now, although the flat
planet fraternity would dispute it. A guy has to make his own mind up as to what he believes and what he
refuses to believe whether it's a theory or a law or anything else.
