Torn 1972 International 1310

I am torn. I have so many project in the pipe and a kid in private school that I think I must turn down the 1972 International 1310, dually one ton, dump bed with a 345 for $1200. It is a former Caltrans vehicle, low mileage, would probably start up with a little work. A couple of small rust holes in the corner of the windshield but otherwise sound body. What would a fair estimate of a restoration on this be? Thoughts? Pass it up?
 
If you need it for work, buy it and bondo the hole a bit of formulated spray can and use it. If for restoration pass it up. Jim
 
If it's 4WD, buy it, those are pretty rare. The 4WD 1300 series have Dana 70 front differentials that the pullers like. Only International and Dodge used the Dana 70 fronts.
 
I have one in 4 WD, set up for pulling, have the road gear ring gears with it as well, where is truck pulling popular? Out west?
