Ot. Tractor question

My friend was unloading something from a tractor trailer today with a JD 4300 series compact tractor with pallet forks on it, the attachment they were unloading was pretty heavy. The tractor does not have loaded tires, but they had an agri-metal blower on the back, with my friend standing on it, they had the blower all the way up on the 3pt hitch, my question is would it be better to have it lower to the ground? Or would being all the way up would be better ballast? Just something I saw and questioned to myself.
 
Id rather it be lowered so long as it wasn't going to hit anything,at the same time it would have to be completely off the ground and the 3 point supporting all the weight.
 
Keep it low below the axle level to keep the center of gravity low. If the loader is raised high enough to pick something off a trailer and the load is heavy enough to raise the rear end off the ground the center of gravity of the whole unit is way high already.
 
With the 3 pt arms parallel to the ground, the load on them would as far aft as possible, which is what you want.
