Fiat 513 R woes, I need help!!!

Brake locking lever (similar to car emergency brake) will not disengage.

I have loosened the adjusters for both right and left main brake pedals and the 'emergency brake' handle. So no brakes are engaged. The button on top of the brake handle depresses ok and disengages the brake handle form the holding ratchet device. But the handle will not move to the dis-engage position.

It seems the brake handle is coupled to a shaft that goes into the gear housing. I have tried to release the handle with all combinations of gear settings. No joy!!!

I'm stumped, all help appreciated.

Thank you for posting that diagram. I'm not really mechanically inclined so I have a few questions, if they seem stupid please be patient!

When the handbrake is engaged, does it lock both wheels? From your diagram it appears there is one 'brake assembly' that the hand lever activates. Is this brake assembly braking the entire axle so in turn both rear wheels can not move? If this is the case, then the hand brake assembly must activate a third brake assembly separate from normal left/right foot pedal brake assembly.

As stated in my OP, the hand brake lever should be free to travel because I have effectively disengaged the hand brake control rod (item 7) from the hand brake lever. In order for the hand brake lever to move, the hand brake lever shaft (item 5) must be free to rotate.

Would you mind looking at your book maybe in the gear box / transmission section to determine what the other end of the lever shaft (item 5 in your diagram) is connected to? It seems like the reason the handle will not move is because hand brake lever shaft can not rotate.

Ted, from what I can see from my book, there is a third brake inside the trans that
engages on the pinion gear. Almost looks like a v belt pulley with a triangle brake
lining that wedges in the "V". Sorry don't have a better pic. My tractor will still
move with the parking brake engaged so its not a dog type. Looks like I cut that
first pic off. Here is the top of the page. Dale

Thank you for that additional information. Today my plans (rain allowing) is to jack up each rear wheel and see if the wheels will turn when the tractor is out of gear. If the wheels are free to turn, then I will move it into my shop area and see what I can do.

I've ordered a shop service manual fro the 513R and look forward to getting into it (although I am not mechanically inclined)!!

I'll keep you posted with the progress! OBTW - the brake is only one issue with the tractor, there are others. But I'm retired and have more time than money.

Update - jacked each rear wheel up and the wheel would turn freely with the tractor in neutral.

Discussed the issue with local Fiat service manager, he feels lever shaft is seized. He assure me that there is nothing should keep the lever shaft from rotating with the brake actuator rods loose. Incidentally, two rods (right and left) for the hand brake.

As I recall the hand brake issue popped up about a year ago when I was looking at a fuel flow problem and moving the tractor with the engine running back and forth about six feet. Best I recall, during the process of moving the tractor, I disengaged the hand brake, moved the tractor, then reengaged the hand brake. That is when I noticed the hand brake would not disengage. So I don't think the lever shaft seized from not being used.

Still waiting for service manual!!!
