Latest findings - took the voltage readings of each individual breaker and have things narrowed down to a SQ-D Homeline 50 amp breaker that powers my 40 year old Lincoln stick welder.

Pole #1
125.7 volts on/.57 volts off/ has continuity

Pole #2
125.7 volts on/.15 off/ OL/no continuity (???) & confirmed on 3 different multi-meters

Removed 50 amp breaker, closed the disconnect, main and all remaining breakers and power usage is now zero for the past 24 hours with no loads, including security light. Nothing in load center, breaker or wires looks like they've been hot. Welder sits on 2x6's above the barn's dirt floor, if that matters, and hasn't been used since late last fall.
 
ya think maybe mice got in the welder and chewed up wiring or built a nest in there? at one of my rentals the outside a/c compressor ran constantly even with the unit turned off. furnace guy found ants got in the unit and built a nest in the contactor and shorted it out stuck on.

Very easily being in a barn - mud daubers, mice, snakes. Thing is that there was still a power drain with the breakers off. The only thing that stopped it was the when I opened the main to the load center. The electric meter still hasn't moved since I removed the welder's 50 amp breaker yesterday morning so I'd say that was the culprit . . . somehow. I put the 23 watt security light back on line so will see what things say in the morning.
 
since you still had leakage with the welder unplugged, I'd bust it open to try and see what the leakage across poles was. Just out of curiosity. And get a new breaker. :lol:
 
Found out years ago that mouse pea is a great conductor. Screwed up a power supply unit of mine.
 
With the welder unplugged, and the switch Off, test the resistance between neutral and each load pron in the plug. one ohm will pass 120 watts 2 ohms 60 watts. If low resistance, the welder has insulation issues. Even .57 volts on the breaker will not leak hundreds of watts. Jim
