Oliver 1750 Steering problem

I recently bought an Oliver 1750 2wd gas tractor that has a steering problem. At a stop you can barely move the wheel and once you get moving and give it more throttle it gets better but stopped its hard. Any Ideas where i should look ?
 
Sounds like a pump problem to me .A flow rate test will tell the story . So find someone that has a flow rater and have it tested to be sure as it is a lot of work to swap out a pump on and Oliver.
 
make sure something (like a part of the filter) is not jammed in the flow divider, I saw this on a 1650 once and in talking to others it isn't terribly un- common
 
My 1550 about drove me nuts one time,turned out to be the needle bearing in the top of the steering column. That seal at the top of it really isn't anything more than a dust cap. Tip it straight up then pour some light oil down in there and try to work it in,see if that helps.
