Dad got one of the sections of an old tank like that. We used it to make a 3-pt mounted sprayer; don't know what happened to that after my brother took over the farm.
 
Our local "jobber" older fellow had a 53 chev. with a hand pump in the back. He put a rotary pump in there and powered it with a B&S gasoline engine with a straight exhaust down to the ground. He used it about a month til the fire marshall saw it. They said the poor fire marshall nearly had a heartattack.

The first section of the body should have a chain across the opening. This would have been used to carry a drum of oil or such.
The next section with the door down is where the hose reel would go. It is missing but you can see the meter used to measure the product.
Around the back side will be a door for the valve section. In here are valves you can open and close to connect the hose reel to each compartment of the body.
This body looks to have 4 compartments which means he could haul 4 different products at the same time.
You can see the step and hand grab near the front of the body used for climbing on top of the tank.

You can also see what looks to be fuel storage tanks in the picture.
Considering this looks to be a picture of a fuel jobbers lot I would be willing to bet there is a canopy catwalk set up somewhere just out of the picture used for top loading the truck tanks.
