Parking brake not holding. What should I do?

Seems to hold on soft soil but not on blacktop.
I'm at a loss as to what to do...

When on blacktop you need to find a parked car and hook that parking brake around a wheel. Don't try to park where there are no parked cars.

Well it's obvious the chain's not wrapped around the ball hitch enough. And I think I can make out enough of the part # on the brake shoe to tell that it's for an Essex Tri-directional anyways.
 
they dont work too well as a brake,but ive found they work pretty good for towing water to where you need it!
