Oliver/Fiat 1365 Steering Issue

So I have a 1365 Oliver/Fiat with an external steer cylinder. I have repacked/rebuilt the Italian made cylinder and when the hydraulic pressure is applied it only turns left (retracts)! Is there any way to adjust the cylinder to make it extend? I have tried adjusting all the external options to no avail.

Does anyone know a trick or something I may have missed because the service manual is no help!!

to adjust the steering cylinder on a 1365 power steering set up, first loosen the circular clamp on the end of the shiney cylinder ram, then turn that part one
way or the other, I don't remember which way and that will balance the action of the cylinder to steer either way. After adjusting, retighten the clamp. The
tractor can run all the time, as no fluid will leak. If there are threads showing, before you start try turning it up onto the valve farther, if no threads are
showing try backing it off first. Hope this helps.
