1750 Hydraulic Pressure

The steering on our 1750 has been sluggish or non-existent at low rpm's. I finally put a set of test gauges on the hydraulic outlets and checked pressure. The results were as follows: At idle (800 rpm), the pressure was zero; at 1600 rpm, the pressure was about 1000; and at full throttle (2300 rpm) the pressure was 2100. What pressure should the system make at idle? 1500 so the steering works properly?
We are going to examine the relief valve for a broken spring and look at the seat for wear. Are there any other system checks we should make? I am leaning toward having to replace the pump, but I have my fingers crossed.
