Kawasaki speed adjustment?

I have a 17 horse Kawasaki on a 2003 Toro/Wheel Horse and it only runs around 3450 RPM wide open, the Throttle cable is at the end of the slot in the bracket. How do you increase speed, can you bend Governor arm like we used to do on a Briggs engine where the spring hooks on? Gene
 
The other guys gave you the correct answer.

Increasing the speed above rated RPM invites sudden explosive deconstruction.
I used to run a walk mower at around 4,000 rpm when bagging leaves. It was ok
until it wasn't. Then I needed am engine.
 
At 3450 what is your performance problem? Too slow or not enough power to the deck?

Is this a single cylinder? I am not as familiar with the single cylinder Kawasaki engines.

3450 seems about right for a Toro. Redline for the Kawasaki twins I am familiar with is 3600. So you are only 150 rpm off. On the Kawasaki twins that the model number starts with FH, ususally the throttle quadrant (where the throttle cable hooks on) has slotted holes and you slide it downward to speed up.

I would definately not go over 3600 rpm though.
