Ford Jubilee Governor

Having trouble with governor when tractor is under a load. It will start to cut out and finally die. Runs fine down the road with out a miss. Any advice on adjusting the governor...

Correct the (most likely) fuel supply or carburetor problem or POSSIBLY an ignition issue that is the actual cause of the problem.
 
Get the Service Manual for that model tractor. it will have very specific instructions for adjusting the throttle and governor linkages.
 


As others have said the fuel or the ignition is much more likely to be the problem, and both are usually quicker and easier to fix than the governor.

Sounds like a fuel issue to me.
When under a load, the engine requires more fuel than running down the road.
Remove the plug from the bottom of the carburetor, open the shut off valve and see it you can fill a pint jar in about two minutes. If that fails, then look for plugged filters. The screen above the sediment bowl and another in the carburetor inlet fitting. There is another screen on the pickup tube inside the tank but that only comes into play when the tank gets low and the valve is opened all the way.
