1710 ford - pto clutch wont disengage

I have a 1710 ford with a 770B loader on it that I purchased a few months ago and it has been unbelievably handy around the house. Last weekend I bought a 5' brush hog to mow around our lake with and that is when i realized I had an issue.

The second stage of the clutch does not disengage the pto like it should. I can shut the tractor off to engage or disengae but that is it. The worst part is I am extremely unfamiliar with how a 2 stage clutch works or if there are even adjustments that can be made to remedy this problem. So I am all ears on this one guys.

What do you think is wrong and what can I try to do to fix it before tearing the tractor apart to get in there?

My 1310 has a rubber boot/plate on the side of the clutch housing and the manual says there is an adjustment in there on the throw rod for the pto clutch disk. I haven"t done the adjustment yet as the loader and mounting bracket is directly in front of the boot and has to be removed. one the machine is warmed up i shut it off, engage the pto and start it up again

I will have to check that out hopefully it is accesible without pulling the bucket and frame though.
