Fan pulley out of line

I just bought a TO-30, and it has a few problems. The first concerns the pulley for the fan; it's about 3/8" too far forward on its shaft. As a consequence, the fan belt isn't planar and encounters more friction and the engine doesn't turn over very quickly. How serious is this problem? I'd like to open it up for a look, but apparently I have to drain the radiator before attempting that, and even then I don't know if I'd accomplish anything. Any suggestions?

It might be that the pump shaft is starting to come out and you need to remove the pump to make sure. I would at least take the belt off and try to pull it back and forth and see if there is play. Mark H.
