at the beginning of the winter I started my Ferguson TO-35 and the 3 point arms went up, busted the stabilizer chains and are still stuck in the up position. I have an implement bar between the arms and have sat on it to no avail. Fussing with the controls doesn't produce results.
Thought there might be ice in a valve but have recently had 40+ weather for an afternoon but it is still up there. The tractor otherwise runs fine.

I have a to35 which did the same thing.. Let it run for about an hour with the controls in down position and it finally came down. Then changed the tranny oil to Ford Hyd. 134 oil . Takes 6 1/2 gals and have had no trouble since. It has been run in 20 below on a snow blower in northern NY and is as fast in the winter as in the summer. Think it would cure your trouble.

It still could be ice we have had ice in the hyd and oil pan after a weekend in the shop, it will take at least 24 hrs in a heated garage to thaw out.
