Cab heater no heat

MY dad asked me to ask this question. Can be on any tractor. He has an older Kubota 40 hp diesel.
He has just installeled a curtis cab. They can't get the heater hot. It is installed at the cieling of the cab. He lives in Toronto so i can't get their to look at it. He had heat one time so i think it is pipped right. My question is , how do you get the air lock out if the fill point is lower[the rad] . Do you fill it while it is running or do you need check valves so it won't enpty when you check fluid when tractor is running. Do you fill it at the heater core. Do you need an air bleed at the highest spot. Thanks Jack Van Leeuwen Tea 20

i dont think you have to worry about an air lock.is the heater valve manual or electric, or are all valves open.where are the lines hooked to the engine
