Can't charge the battery of a TEF

My father in law restores old tractors as a hobby and has recently restored a Fergusson TEF but he can't get the thing to charge it's battery. He thinks it is something en the electrical system of wich knows very little. Unfortunatly he doesn't speak a word english and i don't know the first thing about tractors. Could someone please help us. Since I have to translate any sugestions you can give it might take some time for me te respond back to you.

Could the dynamo be faulty and not be giving any output?
Could the regulator be faulty?

My father in law thinks the dynamo and regulator fubction allright. He thinks he did'nt connect the electrical wires properly and he doesn't know how they should be connected.

The best purcahse I ever made was digital voltmeter cost about 20.00. This device will show volt reading in number form and is very good at determining voltage at battery and connection.
