Control spring and housing

I noticed the triangular housing that mounts the control spring to the lift cover had two lower bolts that were broken with the bolt heads missing. This meant the housing was held in place with just the one remaining bolt. I have a shop manual, but am a novice at mechanics. What exactly does the control spring do, why is it mounted like it is, and how will I replace the broken bolts? All help appreciated.

P.J. The control spring is adjusted so that if you encounter an obsticle your implement will lift.
The rod goes through the housing and attaches to your lift spring mechanism. The triangular piece is actually 2 pieces. One has a felt washer for lubrication and acts as a seal and the outer one is a tin cover. I replaced a few because they rust out and water can enter along the rod into the pump housing under the seat. To remove it the tee piece unscrews ( put some "p" oil on the night before) and then the spring will come off. The rod is held in place with a cotter key inside. Remove the bolt and maybe vise grips or an easy out for the other two. I had to fab a couple of pieces from flat stock as mine was shot on this recent tractor. Once its apart you'll see what has to be done. Sometime you have to adlib. Most of the time!
Look at the manual and you'll see what I mean.
The manual will tell you how to set up the spring also. Not much to it, a little fiddling with the tee and hanging an implement. Not rocket science.
