1955 cat D7

I'm looking at a 1955 cat D7 it's been converted to 24v electric start has a relatively new undercarriage runs fine but steering sucks I am having issues finding consistent info on the steering if anyone has experience here I would appreciate it I really don't want to get over my head in repair costs before even using the damn thing
 
Better define steering sucks. Are the levers just hard to pull but it steers ok after you get it back ? Or they move easy and it wont turn
because the clutches are not releasing? Or the clutches are slipping making it pull one way ?

I haven't laid hands on it just what I was told by owner. I'm more curious if it is clutches or somewhere I read it's a steering cylinder I have a little experience with JD 350 and 450 but absolutely 0 with CAT

Make sure you have at top stering cluch lever 3 1/2 free play and start the motor and angage the master cluch and transmission and pull back the 2 stering cluch lever in same time it could help to removed the rust in stering cluch
 
The levers are very hard to pull if the assist is out of oil , but without knowing what he means by steering sucks it could any of one thing or
a list of several things together

I asked him to elaborate on it may just have to wait and see myself
