54 TD9 wont move

So we are currently trying to get a TD9 to move so I can put it in the barn to try and get it going again. I was parked about 25-30 years ago. Problem is I can't get it to roll. The trans is in neutral and track pins are free. What could be the issue here? I don't know a ton about these machines. Could the steering clutches be froze? Or even the brakes? I don't want to keep yanking on it and possibly break somthing
 
I expect the brakes are stuck. Usually, a crawler can be moved forward or backward even with stuck steering clutches, if the transmission is in neutral and the brakes are free. The steering clutches need to release to steer. A crawler can roll forward/backward with the steering clutches engaged, when the transmission is in neutral, even if they are not stuck. Try backing the brake adjustments off and free the bands.

If you haven't moved it, how do you know the track chain pins are free?

I don't have the top inspection plate off of the final drive. I assumed the pins aren't stuck because when I pull on it with my tractor I can get the td9 to move 3-4 inches back and forth and see that the track plates move on the pins

Is this machine setting with the tracks on the ground or was it blocked up clear of the ground, so you see the entire length of both chains move? You still may have rusted pins. If it is on the ground, you may see movement in the top and the ends. 3-4 inches of movement wouldn't even be wiggling most of the chain and pads the crawler is setting on and has been in contact with the ground for years.
