Ford 555A steering cylinder seal orientation

Just a quick question for everyone. I'm repacking the cylinders and am wondering which direction the seal in the gland should be installed. Should it be like the first or second picture? I'm asking because each cylinder had it installed differently and the service manual does not offer any help.

That is a wiper. The lip goes out as in 1st pic. Thats not as heavy duty wiper as I thought they would use, figured would be a urethane instead of nitrile.

Thanks Shaun. There's a rubber o-ring and a urethane o-ring that are installed under that wiper and they're pretty tight. Much tighter than what came out of there.
