Cloth (felt?) in the flywheel end of Allis C crank

It's been a while since I've dealt with one of these engines. Yesterday I removed one to sell and had forgotten all about the fabric insert in the end of the crank. How snug should it be? What do you recommend the buyer does before install? I assume it is just to allow a minute amount of oil to lube the pilot bushing?

Yes, it is to provide lube to the pilot bushing.
