Yes, both sides have to be locked in for the 4x4 to work. I had a 97 ford that one side was sticking and would not engage, the other side was ok, but still no 4x4. Once i got the stuck side to free up everything worked fine. When you have cover off the hub make sure that the gear that the plastic part pushes on moves freely in and out. Jack that side of the pickup up just so the wheel is off the ground and push in on the gear, while doing this rock the wheel back and forth. You should feel the wheeel catch. Also you should be able to see the driveline trying to move when you do this. If all seems well there, then there is something wrong with the selector half of the hub. Hope this helps.
