I'm afraid there is no electrical features to the 445's fuel system. It's strictly a mechanical CAV distributor pump. I'd check the tank outlet, filter etc again and make sure it's getting full steady flow... but if it's not it'll usually be staggering and missing under load. He could also pull the intake line off after the air filter and run it... just in case the secondary filter is plugged up. Is it making a pile of black smoke? If it is... and it starts crisp and doesn't burn oil then I'd assume that there is just an abnormal load on the tractor. That could come from hydraulics, torque converter, transmission.... you get the idea. I've never done much with the 445 really... but I do know it was a pretty heavy little bugger and no powerhouse to begin with... so if it's on much grade, and cold, I doubt you're going to get it into high gear. Seriously. I have a gear drive 3930 which is slightly less power but about the same weight and it doesn't take much grade to drop a gear when it's cold. Something to think about, especially if the black smoke is rolling off...
