Under the dash pad is a small resovoir of hydraulic fluid, see if it is empty
That fluid feeds a small hydraulic actuator that is moved by the clutch pedal that acutally acutates the clutch in the tractor. If the seal on that actuator has rotted out and leaked out the fluid then the clutch will be stuck.
It is a pretty easy fix, I did mine myself, the seal just blew out while I was plowing, but it can be a bit of trouble getting the air bled out of the system, a helper to push the clutch pedal in and out helps.
