We had a old fire truck tanker that only had a 4" dump valve on it. There was no good place to tap, and still be high enough to dump into a dump tank.
So we elevated the 4" or extended it and two foot from the dumping end we inserted a 1 1/2 inch elbow pointing towards the dump tank. We hooked the elbow to a 250 gallon per munite portable pump that was on the old truck. The pumps are usualy around 100-125 psi.
That took the dump time from 11 min to three and a half. this is the same principle you suggested.
This same principle works to take from 1 dump tank and move the water over the top to the next one when they are side by side to give a reserve water supply.
