Trailer brake help...

Is it possible to figure out who made a trailer from the VIN? I have a flatbed tandem trailer that I got in a tractor deal. I would like to put brakes on it but I think it would be lots easier if I knew who made it. Seems like the first part of the VIN might be the key but simple google searches didn't find anything. The VIN is 4JMFS1526W.... Any tips on where to look for electric brake parts or how to rig them up would be appreciated too. I am pretty handy but new to tractors and trailers. Maybe I don't really need to know the manufacturer. The tag with the VIN has had the upper part cut off. Its a stick on label so I don't think it has been moved to a different trailer. The upper part might have had the manufacturers name? The axles have small square plates with 4 holes that look like they are for mounting the brake hardware. But I don't think the hubs have drums.
