580 C Backhoe electrical/starting problems

I have a Case 580C. Recently it started giving troubles starting. I replace the starter becasue I was told it was bad,...and it still won"t attempt to start, solnoid will click only. I replaced the battery with a new one, still won"t turn the engine over. I tried jumping it when the jumping vehicle was off, and no luck. But when I jump the backhoe with the jumping engine (14 volts produced) on, the backhoe will start. Bottom line is I need about 14 volts to start my tractor, it will not start with 12.9, a normal battery charge. Any ideas? It is driving me crazy! Thanks in advance.
