International Td-6 starting problems

Hi- I have a 1948 International Td-6.Nice little dozer but starts hard.It starts on gas and converts to diesel after a few minutes of warm up.It seems to try to start, fires once in a while. After basically wearing the starter out it will fire up.15 minutes or so.Could anyone help me to what the think the problem is? thanks John
