Can you remove the whole spindle assembly, and support the bearing holder ("quill") in a press, and then push the spindle out of the pulley and the bearings at the same time? I have done that on Deere mower spindles with the pulley stuck. I shears off the woodruff key as the spindle gets pressed through the bearings, but a new key is a lot cheaper than if I pulled on the pressed steel pulley, and wrecked it.
