Wardner, I might be inclined to say that this is all and good, but my cynical side tells me that this may not serve farmers well at all, as they may well end up taking the brunt of such action. There is nothing to prevent the raising of off road fuel to on road prices, just to meed supply demands, thus putting more of the cost burdon on the farmers. There is a difference between off road and on road fuel for a reason, and that is that off road fuel is not required to pay the costs of highway upkeep, but if those revenues dwindle because on road vehicles are using untaxed off road fuel, then who is going to make up the tax deficit? I smell a potential rat somewhere, sorry.
