Faulty John Deere 5020 PTO Drive

On attempting to engage the PTO on my tractor, hand clutch towards the driver I experience gear crashing as I turn the lever (directly below the steering wheel)towards the engaged position (bevel upwards). On stopping the engine the lever then turn freely but on restarting and moving the hand clutch forward to engage drive the PTO shaft remains stationary. Am I doing something wrong or have I a problem with the gear drive or the PTO clutch. Any advice would be helpful. Thanks for now.
