Ryan - I had the same problem with my '47 UTU. The cause apparently was accumulated wear in the various governor and carb link parts - enough wear so the governor could no longer fully close the carb butterfly. Solution was to shorten the rod link between governor lever to carb throttle shaft slightly. Do this by carefully bending a bit more angle in the bend in the link's midpoint. It's kinda a trial and error thing - bend a little and try it, bend a little more, try again, etc. Mine now idles nicely at 350 RPM.
