Cheap 830 case

I placed a question in the general forum and didn't get a quick responce. Help me out guys. A older age (mid 70's) friend has a 830 case with new rear tires. The sheet metal and paint look very very good. He hasn't ran it in two years at which time he said he stopped using it due to a broken ring. He's to let me know the price this week, but indicated only to recover the cost of the new tires. How do I go about confirming the issue of the broken ring? Can this be corrected from the bottom end of the engine? Thanks for your help in advance. j.ray
