m farmall engine skipping bad.

I replaced all ignition parts. And rebuilt carb. Engine starts up eazy. But runs rough. There is what sounds like a dead miss. All plugs are fireing. Seems to run best with both adjustment screws screwed all the way in. I got the tractor from my father in law. He said the engine did not have but about 60 hours on it since it was rebuilt. But that was about 8 years ago. Its been setting out in the weather all that time. Could the valves have rust on them , maybe holding them open. There not stuck. I checked that.Any advice you all can give would be very appreceated. Thanks - Al Welch
