At my old house, I put the hydrant inside the barn, then poured concrete. I put a little drain at the base of the hydrant as well, tied to the rest of the floor drains.
Others have a great point, if you have to dig it up, its going to be tough under the concrete. I sold that house so not sure if there were any problems.
